Wenn alles miteinander vernetzt ist, kann auch alles gehackt werden“ – mit deutlichen Worten beschrieb Ursula von der Leyen die Herausforderungen und den Stand der IT-Sicherheit im Internet der Dinge. Im Angesicht der steigenden Cyberangriffe im Jahr 2021, ruft die Kommissionspräsidentin die Mitgliedstaaten zum gemeinsamen Handeln auf: von der Leyen kündigt den Entwurf eines neuen Gesetzes an, mit dem Ziel die Security-Lage zu verbessern und eine einheitliche Europäische Cybersicherheitspolitik zu formulieren.
Der für den Binnenmarkt zuständige EU-Kommissar Thierry Breton kommentierte die Ankündigung der Kommission und skizziert die Ziele des neuen Gesetzes. Laut Breton zielt das neue Gesetz auf vier Handlungsfelder: der Prävention durch verbesserte Schutzmechanismen und einheitlichen Cybersicherheitsstandards, Maßnahmen zur Früherkennung von Angriffen und Schwachstellen, eine einheitliche europäische Verteidigungspolitik gegen Cyberangriffe und eine Doktrin der Abschreckung. It’s a warm afternoon in late spring and before us rows of strawberry plants rustle in the breeze as the scent of fragrant herbs wafts across the air. Nearby, a bee buzzes lazily past. Contrary to appearances, however, we are not in an idyllic corner of the countryside but standing on the top of a six-storey building in the heart of the French capital.
Welcome to the future of farming in Paris – where a whole host of rooftop plantations, such as this one on the edge of the Marais, have been springing up of late. Yet this thriving operation is just a drop in the ocean compared to its new sister site. When that one opens, in the spring of 2020, it will be the largest rooftop farm in the world.
Currently under construction in the south-west of the city, this urban oasis will span approximately 14,000 sq metres (150695 sq feet) – also making it the largest urban farm in Europe. With the plan to grow more than 30 different plant species, the site will produce around 1,000kg of fruit and vegetables every day in high season. Der Verkehr in Europa soll sicherer und sauberer werden. Die EU-Kommission hat dafür ein Regelwerk für "kooperative intelligente Transportsysteme" (Cooperative Intelligent Transport Systems, C-ITS) aufgesetzt. Die Zeit drängt: Im Rahmen der EU-Strategie für vernetzte und automatisierte Mobilität sollen entsprechend ausgerüstete Autos und Infrastrukturen ab diesem Jahr an im großen Stil verfügbar sein.
Einführung von C-ITS
"Dieser Beschluss gibt unter anderem den Fahrzeugherstellern und Straßenbetreibern die lang erwartete Rechtssicherheit, die für den Beginn der großmaßstäblichen Einführung von C-ITS-Diensten in ganz Europa erforderlich ist", betonte Verkehrskommissarin Violeta Bulc. Der Rahmen sei "offen in Bezug auf neue Technologien und Marktentwicklungen".
Die neue Technologie soll es Fahrzeugen ermöglichen, auf bis zu einem Kilometer pseudonymisiert untereinander, mit der Straßeninfrastruktur und mit anderen Verkehrsteilnehmern zu "sprechen". C-ITS gestatten es Straßennutzern und Verkehrsleitstellen, eigene und über Fahrzeugsensoren erfasste Informationen auszutauschen und ihre Maßnahmen anhand dieser Informationen zu koordinieren. Que l'on se rassure : les données personnelles individuelles des ressortissants européens sont protégées par le Règlement général de protection des données (RPGD). Mais quid des données à caractère non personnel, celles-là mêmes dont l'ouverture en open data permettrait par exemple à la médecine de réaliser un bond considérable grâce à l'intelligence artificielle ? La barrière sera bientôt levée : le Parlement européen a donné, le 4 octobre 2018, son feu vert à un projet de règlement instaurant une libre circulation des données à caractère non personnel, un texte déjà négocié avec les États et qui devrait entrer en vigueur d'ici deux ans. Le texte doit auparavant être formellement adopté par le conseil des ministres.
Les données non personnelles pourront voyager d'un État à l'autre, sauf raisons de sécurité nationale
La nouvelle réglementation interdira à un Etat d'imposer le stockage et le traitement de données numériques sur son territoire ou un autre territoire donné de l'Union européenne (UE), sauf raisons de sécurité nationale ou s'il s'agit de données à caractère personnel et non personnel non dissociables. Dans ce dernier cas, ce sera alors le RGPD, applicable depuis le 25 mai 2018 dans l'UE, qui prévaudra. The European Union is considering new legally binding requirements for developers of artificial intelligence in an effort to ensure modern technology is developed and used in an ethical way.
The EU’s executive arm is set to propose the new rules apply to “high-risk sectors,” such as healthcare and transport, and suggest the bloc updates safety and liability laws, according to a draft of a so-called “white paper” on artificial intelligence obtained by Bloomberg. The European Commission is due to unveil the paper in mid-February and the final version is likely to change.
The paper is part of the EU’s broader effort to catch up to the U.S. and China on advancements in AI, but in a way that promotes European values such as user privacy. While some critics have long argued that stringent data protection laws like the EU’s could hinder innovation around AI, EU officials say harmonizing rules across the region will boost development. Damit aber stellen sich auch ethische Fragen, etwa wie verhindert werden kann, dass die KI die Menschen oder einzelnen Gruppen benachteiligt – und wer für Folgen und Fehler von Entscheidung der „Maschinen“ die Verantwortung trägt. Die Internetkonzerne haben das inzwischen erkannt.
So hat das amerikanische Unternehmen Alphabet (Google) eben erst einen eigenen Ethikrat gegründet, auch wenn es ihn der nach nur einer Woche wegen andauernder Kritik an der Zusammensetzung des Gremiums Ende vergangener Woche schon wieder aufgelöst hat. Für die Europäische Kommission hätte das keine bessere Vorlage für ihre Vorschläge zu dem Thema sein können. An diesem Montag legt die Behörde in Brüssel Vorschläge dafür vor, um auf europäischer Ebene ethische Leitlinien für die Künstliche Intelligenz zu etablieren. „Die ethische Dimension der KI ist kein Luxusprodukt“, sagt der zuständige Vizepräsident der Kommission, Andrus Ansip. Ohne Vertrauen in die neue Technologie könne und werde die Gesellschaft deren Potential nicht ausnutzen. 5G networks and services will be available from 2020 and will be the backbone of our future economy and society. Today at the Mobile World Congress, the European Commission and the 5G Public-Private Partnership (5GPPP) have outlined how the manufacturing, health, energy, automotive, media and entertainment sectors could use 5G to digitise their business models and what performance targets 5G should deliver for them to adopt it.
The 5G PPP – launched by the European Commission in 2013 - brought together experts from the telecoms and IT field and from companies and organisations most likely to rely on 5G , including Volkswagen, Volvo, Peugeot, ERTICO, ABB, Bosch, European Broadcasting Union. Their know-how fed into a white paper which identifies potential uses of 5G for each sector, pinpoints specific technical cross-sector requirements.
Günther H. Oettinger, European Commissioner for the Digital Economy and Society said "We are trying not only to develop a communication network to connect people, but rather one that will deliver the Internet of Things, connecting anything that can be connected and delivering innovation on top of connectivity. Making 5G a reality in Europe by 2020 will be essential for the success of key sectors like automotive, health and digital manufacturing. Researchers are using low-cost drones and artificial intelligence to test water quality in some of Europe's most important rivers and lakes in one of the sector's most ambitious projects this year.
Funded with €8.7m ($9.1m) from the EU as part of the Horizon 2020 program, the project is known as the "development and application of novel, integrated tools for monitoring and managing catchments", or IntCatch for short.
It will focus on analyzing the health and quality of four strategic reservoirs of drinking water: the Garda and Yliki lakes in Italy and Greece respectively, the river Thames in the UK, and the river Ter, which provides water to Barcelona, Spain.
