ChatGPT is only two months old, but we've spent the time since it debuted debating how powerful it really is — and how we should regulate it.
Just because it can be helpful doesn't mean it can't also be harmful: Students can use it to write essays for them, and bad actors can use it to create malware. Even without malicious intent from users, it can generate misleading information, reflect biases, generate offensive content, store sensitive information, and — some people fear — degrade everyone's critical thinking skills due to over-reliance. Then there's the ever-present (if a bit unfounded) fear that RoBoTs ArE tAkInG oVeR.
And ChatGPT can do all of that without much — if any — oversight from the U.S. government.

The European Union is considering new legally binding requirements for developers of artificial intelligence in an effort to ensure modern technology is developed and used in an ethical way.
The EU’s executive arm is set to propose the new rules apply to “high-risk sectors,” such as healthcare and transport, and suggest the bloc updates safety and liability laws, according to a draft of a so-called “white paper” on artificial intelligence obtained by Bloomberg. The European Commission is due to unveil the paper in mid-February and the final version is likely to change.
The paper is part of the EU’s broader effort to catch up to the U.S. and China on advancements in AI, but in a way that promotes European values such as user privacy. While some critics have long argued that stringent data protection laws like the EU’s could hinder innovation around AI, EU officials say harmonizing rules across the region will boost development. So hat das amerikanische Unternehmen Alphabet (Google) eben erst einen eigenen Ethikrat gegründet, auch wenn es ihn der nach nur einer Woche wegen andauernder Kritik an der Zusammensetzung des Gremiums Ende vergangener Woche schon wieder aufgelöst hat. Für die Europäische Kommission hätte das keine bessere Vorlage für ihre Vorschläge zu dem Thema sein können. An diesem Montag legt die Behörde in Brüssel Vorschläge dafür vor, um auf europäischer Ebene ethische Leitlinien für die Künstliche Intelligenz zu etablieren. „Die ethische Dimension der KI ist kein Luxusprodukt“, sagt der zuständige Vizepräsident der Kommission, Andrus Ansip. Snap Inc., the Snapchat-maker's new name, hasn't said exactly when Spectacles will go on sale but we know they will be priced at $129.99.
While that's still a decent chunk of change, as far as wearables go, it's pretty reasonable. It's less than many wrist-worn wearables like Fitbit's $149.95 Charge 2 tracker, and significantly cheaper than other glasses products. When Google Glass launched in 2013, it cost $1,500.
Granted, Spectacles isn't an augmented reality product, as many thought it might be, and the fact that it's primarily a camera helps keep the cost down. But, with wireless charging along with Wi-FI and Bluetooth connectivity, it's not exactly light on features either.
The right price point could make all the difference for Snap Inc., which is just starting to branch out into products beyond its flagship app. Given that the app is most popular among young users, making Spectacles too expensive could prove to be disastrous for the company.
And while it's still too early to tell if Spectacles will be a success for the company, at least we know the cost won't be holding many people back. Artificial intelligence in higher education isn't without its risks. Here are three possible trouble spots for the use of AI. You can also view a short video on the promising aspects of AI in higher education.
The difference we have with ChatGPT is that it doesn’t so much present a threat to the university experience, but rather directly into the heart of the purpose of a university education – its ability to ‘teach you how to think’. There have been shadows of this in the past, for instance the hostility towards Wikipedia (Coomer 2013), the emergence of essay mills, not to mention simple, now common place tools such as spell checkers and calculators. I remember vividly a very angry professor in the early 2000s telling me that reading lists with hyperlinks would make students baby birds, with wide open mouths expecting to be spoon fed. We’ve pretty much moved through all those advancements in technology and realised their benefits, but this one, I would argue, is different. Not because it does not have its benefits, but because of the sheer volume and scale of what’s coming will be meaningfully different and ultimately challenge the foundations upon which we measure that ability to think – university assessment. Wer KI einsetze oder entwickele „sollte die Rechtsgrundsätze, Menschenrechte und demokratische Werte respektieren“, heißt es in einer am Samstag verabschiedeten gemeinsamen Erklärung während eines Ministertreffens der G-20-Staaten in der japanischen Forschungsstadt Tsukuba. Um Vertrauen in KI-Technologien zu fördern und das volle Potenzial der Technologien auszuschöpfen, fühle sich die Staatengemeinschaft zu einem Umgang mit KI verpflichtet, bei dem der Mensch im Mittelpunkt stehe.

A "digital ethics" officer and other roles tied to adoption of innovative technologies will be required by banks to ensure the integrity of business processes as they adopt regulatory technology, or "regtech," a senior industry official said last week.
Speaking at a regtech conference sponsored by the American Banker in New York, Yvette Hollingsworth Clark, an executive vice president and regulatory innovation officer at Wells Fargo, said: “The skill sets you will need to support this (innovation) are going to change.”
Foremost in the expanded skills set is an understanding of computer programming.
“Someone who understands ethics will need to understand code,” she said. She cited a “digital ethics officer” as an example of the type of role that’s likely to emerge.
The adoption of machine learning and artificial intelligence in the compliance function will undoubtedly affect jobs, participants at the conference agreed.

Towards this end, researchers at MIT are investigating ways of making artificial neural networks more transparent in their decision-making. As they stand now, artificial neural networks are a wonderful tool for discerning patterns and making predictions. But they also have the drawback of not being terribly transparent. The beauty of an artificial neural network is its ability to sift through heaps of data and find structure within the noise. This is not dissimilar from the way we might look up at clouds and see faces amidst their patterns. And just as we might have trouble explaining to someone why a face jumped out at us from the wispy trails of a cirrus cloud formation, artificial neural networks are not explicitly designed to reveal what particular elements of the data prompted them to decide a certain pattern was at work and make predictions based upon it. Snapchat is the only company cool enough to possibly dismantle the Google Glass stigma. Awkward, useless, and a threat to privacy are how many think of computers you wear on your face. Can Snapchat show off the masterful marketing and smooth execution required to produce a product that won’t die on stores shelves or in a desk drawer?
To quickly recount the basics, a video of Snapchat’s new camcorder sunglasses leaked last night. Business Insider reported it, so the company rushed out the news with a Wall Street Journal piece that was planned for Monday.
Snapchat is renaming its corporate self to Snap Inc, and launching its $130 Spectacles this fall in limited release. They’ll be one-size-fits all in black, teal, or coral colors. Spectacles let you tap the glasses’ rim to instantly record 10 seconds of video, three taps to record a maximum of 30 seconds, with a light on the front alerting people you’re recording.
The video is captured with an 115-degree wide view lens in a circular format that can be watched full-screen on a phone in any orientation. The video is stored on the device and can be wirelessly offloaded to a phone over Wifi or Bluetooth so users can edit and share via Snapchat later. Spectacles’ battery should last a day, and you can get up to four full recharges from the portable charging case.
