The European Union is considering new legally binding requirements for developers of artificial intelligence in an effort to ensure modern technology is developed and used in an ethical way.

The EU’s executive arm is set to propose the new rules apply to “high-risk sectors,” such as healthcare and transport, and suggest the bloc updates safety and liability laws, according to a draft of a so-called “white paper” on artificial intelligence obtained by Bloomberg. The European Commission is due to unveil the paper in mid-February and the final version is likely to change.

The paper is part of the EU’s broader effort to catch up to the U.S. and China on advancements in AI, but in a way that promotes European values such as user privacy. While some critics have long argued that stringent data protection laws like the EU’s could hinder innovation around AI, EU officials say harmonizing rules across the region will boost development.

5G networks and services will be available from 2020 and will be the backbone of our future economy and society. Today at the Mobile World Congress, the European Commission and the 5G Public-Private Partnership (5GPPP) have outlined how the manufacturing, health, energy, automotive, media and entertainment sectors could use 5G to digitise their business models and what performance targets 5G should deliver for them to adopt it.

The 5G PPP – launched by the European Commission in 2013 -  brought together experts from the telecoms and  IT field and from companies and organisations most likely to rely on 5G , including Volkswagen, Volvo, Peugeot, ERTICO, ABB, Bosch, European Broadcasting Union. Their know-how fed into a white paper which identifies potential uses of 5G for each sector, pinpoints specific technical cross-sector requirements.

Günther H. Oettinger, European Commissioner for the Digital Economy and Society said  "We are trying not only to develop a communication network to connect people, but rather one that will deliver the Internet of Things, connecting anything that can be connected and delivering innovation on top of connectivity. Making 5G a reality in Europe by 2020 will be essential for the success of key sectors like automotive, health and digital manufacturing. Researchers are using low-cost drones and artificial intelligence to test water quality in some of Europe's most important rivers and lakes in one of the sector's most ambitious projects this year.

Funded with €8.7m ($9.1m) from the EU as part of the Horizon 2020 program, the project is known as the "development and application of novel, integrated tools for monitoring and managing catchments", or IntCatch for short.

It will focus on analyzing the health and quality of four strategic reservoirs of drinking water: the Garda and Yliki lakes in Italy and Greece respectively, the river Thames in the UK, and the river Ter, which provides water to Barcelona, Spain.

It’s a warm afternoon in late spring and before us rows of strawberry plants rustle in the breeze as the scent of fragrant herbs wafts across the air. Nearby, a bee buzzes lazily past. Contrary to appearances, however, we are not in an idyllic corner of the countryside but standing on the top of a six-storey building in the heart of the French capital.

Welcome to the future of farming in Paris – where a whole host of rooftop plantations, such as this one on the edge of the Marais, have been springing up of late. Yet this thriving operation is just a drop in the ocean compared to its new sister site. When that one opens, in the spring of 2020, it will be the largest rooftop farm in the world.

Currently under construction in the south-west of the city, this urban oasis will span approximately 14,000 sq metres (150695 sq feet) – also making it the largest urban farm in Europe. With the plan to grow more than 30 different plant species, the site will produce around 1,000kg of fruit and vegetables every day in high season. Tended by around 20 gardeners, they will also be using entirely organic methods.
