Einfachere Beschwerdemöglichkeiten für Verbraucher und ein Recht auf Vergessen: Die neue Datenschutz-Grundverordnung der EU steht - nach vier Jahren zäher Verhandlungen.
Kinder und Jugendliche in einigen europäischen Ländern könnten Facebook oder WhatsApp künftig bis zu einem Alter von 16 Jahren nur mit Zustimmung ihrer Eltern nutzen dürfen. Das ist eine der Neuerungen im Kompromiss zur Reform beim EU-Datenschutz. Darauf einigten sich Vertreter von EU-Kommission, Europaparlament und der Mitgliedsländer.
Außerdem können gegen Unternehmen Strafen von bis zu vier Prozent der Jahresumsätze verhängt werden, wenn sie gegen die Datenschutz-Regeln verstoßen.

Europas Internet-Nutzer bekommen künftig mehr Kontrolle über ihre persönlichen Daten.
Die künftige europäische Datenschutzgrundverordnung soll erstmals europaweit ein einheitliches Datenschutzniveau schaffen und das Recht auf Privatsphäre stärken. Die Reform löst seit 20 Jahren geltendes Recht ab, das vor allem wegen der rasanten Entwicklung des Internets als nicht mehr zeitgemäß gilt.
Damals waren soziale Netzwerke wie Facebook ebenso wenig ein Massenphänomen wie das groß angelegte Sammeln von Verbraucherdaten durch weltweit agierende Internetkonzerne wie Google. Parallel wird im sogenannten Trilog aus Parlament, EU-Rat und Kommission auch über die Datenschutzrichtlinie verhandelt, die Vorgaben für Polizei und Justizbehörden beim Umgang mit Daten macht.

The Internal Audit Service or IAS is a Directorate-General (DG) of the European Commission that was established in 2001 to provide an increased accountability of the Commission. The Commissioner responsible for the IAS is Frans Timmermans First Vice-President of the European Commission, in charge of Better Regulation, Inter-Institutional Relations, the Rule of Law and the Charter of Fundamental Rights.

A new, more inclusive vision of education and training up to 2020

A draft joint report by the Commission published today calls for strengthening cooperation in education and training up to 2020 and especially to promote social inclusion.
The Commission is today proposing to strengthen cooperation at European level in the field of education and training up to 2020. Its draft of a joint report by the Commission and Member States published today calls for making European education and training systems more socially inclusive, as part of the wider efforts to tackle radicalisation following the 2015 attacks in Paris and Copenhagen. The report proposes a sharper policy focus to better address the most pressing challenges facing our society. The six new priorities identified in the report include improving people's skills and employment prospects and creating open, innovative and digital learning environments, while at the same time cultivating fundamental values of equality, non-discrimination and active citizenship.

14/07/2015 European Schoolnet and Cisco release the first ever report exploring the context, duties, challenges and training needs of ICT Administrators in schools. This report is intended to raise awareness of the challenges and needs of this community of school IT Administrators, and to initiate a dialogue amongst public and private sector organizations to find solutions.
Across Europe, and for many years now, governments, significant investments in ICT connectivity, equipment and services in order to make digital age teaching and learning a reality for young people, and to equip them with the competences needed to thrive in the 21st century. The people in schools who are responsible for maintaining and upgrading the technological infrastructure occupy an increasingly vital role in ensuring that this investment pays dividends, and deserve support to fulfill this mission. An IT Administrator – in some countries known as the network manager, systems coordinator or IT manager – is the person in the school who oversees the technical development and implementation of IT, for example administering the network, managing devices in the school, addressing security issues and providing technical support to teachers. It is distinct from the ICT coordinator or e-learning manager who has a more pedagogical role. That is why European Schoolnet has worked in partnership with Cisco- with its experience in the Cisco Networking Academy Program - to explore the context, duties, challenges and training needs of IT Administrators in schools.

'Data Protection' Package: a historic agreement 15-12-2015 On 15 December 2015, the Luxembourg Presidency of the Council of the European Union reached an informal agreement in trialogues with the European Parliament on the 'Data Protection' Package which will set out new European rules on privacy in the digital age.
The agreement reached by the Luxembourg Presidency will have to be confirmed at the level of the Council of the EU by the 28 Member States, and will be addressed by a Coreper meeting to be held before 21 December 2015.
The 'Data Protection' Package, under negotiation since the European Commission put forward the proposal in January 2012, includes a Regulation establishing the general framework for the protection of personal data and a Directive on the protection of personal data processed for the purpose of law enforcement.
Following the adoption of general approach on the Regulation in the JHA Council of June 2015 and the adoption of a general approach on the Directive in the JHA Council of October 2015, the co-legislators ─ the European Parliament and Council of the European Union acting under the Luxembourg Presidency ─ have been engaged in intense negotiations in order to reach an agreement before the end of 2015.
Félix Braz, Luxembourg's Minister for Justice and President of the Council, declared: 'It is a fundamental agreement with significant consequences. This reform not only strengthens the rights of citizens, but also adapts the rules to the digital age for companies, whilst reducing the administrative burden. They are ambitious and forward-looking texts. We can have full confidence in the result.'

Negotiators of the European Parliament, the Council and the Commission have agreed on the first EU-wide legislation on cybersecurity.
Information systems – computing resources such as networks and databases that enable essential services, businesses and the internet to function – are affected by an increasing number of security incidents. These incidents can have different origins, including technical failures, unintentional mistakes, natural disasters or malicious attacks. They could disrupt the supply of essential services we take for granted such as electricity, water, healthcare, or transport services. It is a priority for the Commission to help prevent these incidents, and in case they occur, provide the most efficient response. This is why the Commission put forward in 2013 a proposal for a Directive to ensure a high common level of network and information security (NIS) in the EU. The European Parliament and the Luxembourg Presidency of the EU Council of Ministers last night reached an agreement on the rules which will: improve cybersecurity capabilities in Member States improve Member States' cooperation on cybersecurity require operators of essential services in the energy, transport, banking and healthcare sectors, and providers of key digital services like search engines and cloud computing, to take appropriate security measures and report incidents to the national authorities

The Council is expected to adopt the report by the end of the year. The report also proposes to set the new priorities for 5 years, replacing previous 3 year cycles, to enable a longer-term impact. The six new priorities proposed by the Commission are: Relevant and high-quality skills and competences, focusing on results, for employability, innovation and active citizenship; Inclusive education, equality, non-discrimination and promotion of civic competences; Open and innovative education and training, including by fully embracing the digital era; Strong support for educators; Transparency and recognition of skills and qualifications to facilitate learning and labour mobility; and Sustainable investment, performance and efficiency of education and training systems.

HOW CAN POLICY-MAKERS SUPPORT TEACHERS IN DEVELOPING THEIR TECHNOLOGY- ENHANCED TEACHING COMPETENCE? Two-thirds of teachers in the European Union learn about ICT in their own time, and almost all are positive about the impact of ICT on students, according to the Survey in schools: ICT and education (2013).
However, despite this readiness, many teachers in Europe still have a lack of competence in using ICT in their teaching and use it only to a small extent in their classrooms.

EU security agency Enisa has released a new paper recommending that policy-makers promote “privacy friendly” services – a move that appears to set it at odds with British PM David Cameron. The UK leader pledged yesterday to ban the use of strong encryption in communications.
The European Network and Information Security Agency, to give it its full name, argued in its report that privacy is a “fundamental human right” according to the European Convention on Human Rights and the Universal Declaration of Human Rights. Privacy-Enhancing Technologies (PETs) like encryption are an important technical means of fighting off challenges to privacy, Enisa said in its report, Privacy and Data Protection by Design – from policy to engineering.
