Einfachere Beschwerdemöglichkeiten für Verbraucher und ein Recht auf Vergessen: Die neue Datenschutz-Grundverordnung der EU steht - nach vier Jahren zäher Verhandlungen.

Kinder und Jugendliche in einigen europäischen Ländern könnten Facebook oder WhatsApp künftig bis zu einem Alter von 16 Jahren nur mit Zustimmung ihrer Eltern nutzen dürfen. Das ist eine der Neuerungen im Kompromiss zur Reform beim EU-Datenschutz. Darauf einigten sich Vertreter von EU-Kommission, Europaparlament und der Mitgliedsländer.

Außerdem können gegen Unternehmen Strafen von bis zu vier Prozent der Jahresumsätze verhängt werden, wenn sie gegen die Datenschutz-Regeln verstoßen.

Europas Internet-Nutzer bekommen künftig mehr Kontrolle über ihre persönlichen Daten.

Die künftige europäische Datenschutzgrundverordnung soll erstmals europaweit ein einheitliches Datenschutzniveau schaffen und das Recht auf Privatsphäre stärken. Die Reform löst seit 20 Jahren geltendes Recht ab, das vor allem wegen der rasanten Entwicklung des Internets als nicht mehr zeitgemäß gilt.

Damals waren soziale Netzwerke wie Facebook ebenso wenig ein Massenphänomen wie das groß angelegte Sammeln von Verbraucherdaten durch weltweit agierende Internetkonzerne wie Google. Parallel wird im sogenannten Trilog aus Parlament, EU-Rat und Kommission auch über die Datenschutzrichtlinie verhandelt, die Vorgaben für Polizei und Justizbehörden beim Umgang mit Daten macht.

ENISA rolls out a continuation to its most used and valued technical training material, on Mobile Threats Incident Handling and Artefact analysis

The material released is two-fold:

• The new content familiarises trainees with concepts, tools, and techniques used for incident handling on mobile devices, and offers a methodology on how to react - properly and timely - when the necessity comes.
• The new artefact analysis training material helps information security analysts to correctly analyse malware and understand its potential functionality, enabling the organisation to create proper countermeasures and mitigation plans.

Am 22. Oktober fand im Alvisse Hotel in Dommeldange die erste „Cryptoparty for Kids“ im Rahmen der Hack.lu statt.An die zwanzig  Kinder im Alter von 7 bis 12 hatten sich zu diesem BEE SECURE Event eingefunden und erhielten umfassende Erklärungen zu den gegenwärtigen Informations- und Kommunikationstechnologien und wie sie sich mit existierenden Sicherheits-Methoden gegen Gefahren im Internet schützen können. Desweiteren wurden sie spielerisch in die Kunst der Verschlüsselung eingeführt.

The Irish Government has announced the launch of a new Digital Strategy for Schools, which provides a rationale and an action plan for integrating ICT into teaching, learning and assessment practices in schools from 2015 to 2020.

'Data Protection' Package: a historic agreement

On 15 December 2015, the Luxembourg Presidency of the Council of the European Union reached an informal agreement in trialogues with the European Parliament on the 'Data Protection' Package which will set out new European rules on privacy in the digital age.

The agreement reached by the Luxembourg Presidency will have to be confirmed at the level of the Council of the EU by the 28 Member States, and will be addressed by a Coreper meeting to be held before 21 December 2015.

The 'Data Protection' Package, under negotiation since the European Commission put forward the proposal in January 2012, includes a Regulation establishing the general framework for the protection of personal data and a Directive on the protection of personal data processed for the purpose of law enforcement.

Following the adoption of general approach on the Regulation in the JHA Council of June 2015 and the adoption of a general approach on the Directive in the JHA Council of October 2015, the co-legislators ─ the European Parliament and Council of the European Union acting under the Luxembourg Presidency ─ have been engaged in intense negotiations in order to reach an agreement before the end of 2015.

Félix Braz, Luxembourg's Minister for Justice and President of the Council, declared: 'It is a fundamental agreement with significant consequences. This reform not only strengthens the rights of citizens, but also adapts the rules to the digital age for companies, whilst reducing the administrative burden. They are ambitious and forward-looking texts. We can have full confidence in the result.'

Von den Schülern kann man keine wesentlich besseren Fähigkeiten zur Interaktion und Beteiligung erwarten, als das alltägliche Vorbild in der Schulgemeinschaft zulässt. Die wichtigste Aufgabe der Schule ist es daher, den Boden für eine Gesellschaft des Vertrauens zu bereiten. Und von Lehrern kann erwartet werden, dass sie über ihr Fach hinausdenken, mit anderen Berufen kooperieren. So werden die Schüler in Problemsituationen die jeweils angemessene fachliche Hilfe erhalten.

Prof. Herwig Hofmann of the Faculty of Law, Economics and Finance has been making international headlines this week thanks to a verdict by the Court of Justice of the European Union in a case against Facebook.

Around the globe news media reported on the CJEU’s verdict, which declared the US’s Safe Harbor agreement invalid. The agreement allows US companies to compile data from European users and move them to the US. The CJEU found, however, that not enough was being done to protect user data there, for example from surveillance by the NSA.

Some 4,000 companies could reportedly be affected by this verdict, which has raised questions over the future of data transfer between the EU and the US.
