Within the overall framework of the organization’s strategy on OA, the recent launch of OA curricula for Researchers and Library Schools by UNESCO highlights its efforts for enhancing capacities to deal with Open Access issues. The carefully designed and developed sets of OA curricula for researchers and library and information professionals are based on two needs assessment surveys, and several rounds of face-to-face and online consultations with relevant stakeholders.

UNESCO has launched its Open Access Repository (OAR) making more than 300 on-line books, reports, and articles freely available. The OAR will operate under a new open licensing system developed by the Creative Commons organization specifically for intergovernmental agencies.

“The new licensing tool, developed with the World Intellectual Property Organization (WIPO) and the UN family, makes a wealth of knowledge available to people all over the world; knowledge that can be used and reused,” said Ian Denison, Chief of UNESCO’s Publishing and Branding Section.

Open Access to research outcomes is a well  known and discussed issue, but there is still much misunderstanding and many questions remain unanswered. To illustrate that, The Guardian recently published an article [http://www.theguardian.com/higher-education-network/blog/2013/oct/21/open-access-myths-peter-suber-harvard ] about some OA myths that have not been undermined yet. For instance, the article points out that many scholars still think that the only way to provide OA to peer-reviewed journal articles is to publish in O.A. journals, overlooking institutional repositories; or that many still believe that publishing in a conventional journals closes the door to “liberating” the same work later – thoroughly false.

The Open Access Repository (OAR) is a new collection of over 300 books, reports, and articles freely available online. It was launched by UNESCO under a new open licensing system developed by Creative Commons. 

The OAR currently contains numerous research materials including key reports and publications from UNESCO. The repository includes materials in 12 different languages, and it will continue to grow as the organization adds more past publications. All new UNESCO publicatons will from now on be released under the new open licenses and added to the repository. UNESCO is the first UN agency to adopt an open access policy for its works.

UNESCO issued this publication to demystify the concept of Open Access (OA) and to provide concrete steps on putting relevant policies in place. Building capacities in Member States for Open Access is a necessary but not sufficient condition for promotion of the concept. Creating an enabling policy environment for OA is therefore a priority.
