The report has been produced in advance of the new digital accessibility regulations becoming law in September 2018, to help the Government and FE/HE providers put in place the necessary guidance and practical provisions to turn the regulations into reality. 

The new regulations, in improving equal access to higher and further education, can – if implemented well - make an important contribution to meeting the Government’s ambition to create a more prosperous and equal Britain by growing our domestic talent pool and closing the disability employment and attainment gaps. The report’s recommendations are aimed at doing much more than simply achieving compliance with the regulations.

I do like the idea of a linear course, of being guided between key elements in a predictable path, of getting assurance that I’m progressing well and understanding the essential concepts. I do like the idea of this, but I fully fail to engage with the programme!

Design a beautiful VLE, full of useful functionality and interactive elements, make the module structure easy to follow and offer ample opportunities to collaborate with the instructor and my peers. Or don’t. Throw together some hellhole of a website with links that go nowhere, looking like it had a design by-pass in the late 90s. Either way, I’m going to do three things. I’ll go straight to the assignments section to see what you’re going to mark me on, then I’ll find a way to gather all the reading materials and print them (I know, how Twentieth Century!), finally I’ll head to the calendar to schedule webinars, meetups and find out what reading we’ll be discussing and when.

Claudia Moulin is a typical first-year English Literature student. Her institution has a virtual learning environment (VLE) that she uses daily to access course information and course materials. She finds it difficult to navigate, clunky and dated. She is also frustrated by the differences in how her lecturers use it - some use it a lot, others not at all.  


During Fresher’s Week, her institution offered VLE training but Claudia did not attend. She assumed that because she can easily learn how to use other websites, platforms, and apps, she wouldn’t have any trouble using the VLE. 


 A month after classes begin, Claudia signs into the VLE to upload an assignment. It’s 11:52 and her assignment is due at 12:00. Unable to easily find the submission link, Claudia misses the deadline and has a 10% grade penalty.

As part of the online learners’ study I was asked to write a short review of what the previous studies have taught us. Of course there is no substitute for engaging with that work, especially as each team took a different focus. The original HE study considered learners’ transactional and transformational engagements with technology, and how their expectations about learning with technology were set by their lecturers and the demands of their course. The FE study looked more closely at how learners differ among themselves, whether they are ‘mainstream pragmatists’, digital pioneers, or have various kinds of digital disadvantage. The Skills study looked particularly at the interface between learning and work.

Every educational institution wants its learners to reach their full potential.  Learning analytics can help us to measure and predict student success using data relating to engagement, grades, retention, graduation and employability.  But what products are out there to enable institutions to improve on the indicators of success, and to help visualise and analyse the increasing amounts of data being collected around our students? How well do the various tools facilitate interventions with learners and help us to monitor the effectiveness of those interventions?
