Several people and organizations have recently called for a “New Deal for Europe”: the German Trade Union Confederation DGB with its “Marshall Plan for Europe”; the European Trade Union Confederation (ETUC) with its “New Path for Europe”; many a contributor to the book Shaping a Different Europe, and others. Underlying all such proposals is the realization that the austerity measures that have been imposed all over the EU (not only on its periphery and not only on the Eurozone) are obviously detrimental to the economy and to the people, yet individual countries cannot on their own take those step to boost investments, stimulate employment and revive the economy, like the Keynes-inspired ones which brought the USA through the Great Depression and presided over the post-war economic expansion.

At least since Rachel Carson’s Silent Spring, we have known about humankind’s squandering of nonrenewable resources, its careless disregard of precious life species, and its overall contamination and degradation of delicate ecosystems. Simply put, the State and Market, in pursuit of commercial development and profit, have failed to internalize the environmental and social costs of their pursuits. They have neglected to take measures to preserve or reproduce the preconditions of capitalist production – a crisis now symbolized by the deterioration of the planet’s atmosphere.

AMHERST, Mass. – The University of Massachusetts Political Economy Research Institute (PERI) and the Center for American Progress have announced a groundbreaking report that quantifies the investment and technology deployment needed for the United States to do its part to avoid the worst consequences of climate change. Released as climate leaders and policymakers meet in Nevada for the seventh annual National Clean Energy Summit, the executive summary for “Green Growth: A U.S. Program for Controlling Climate Change and Expanding Job Opportunities” shows that the United States can cut its carbon pollution by 40 percent from 2005 levels and create a net increase of 2.7 million clean energy jobs in the process, reducing the unemployment rate by 1.5 percentage points.

Scholtens doesn’t believe any of this diminishes Chicago’s position at the forefront of the movement, largely because the city has become a go-to national resource. “One of the things Chicago is doing that’s leading the way is the amount of green professionals we have,” Scholtens says, as he runs through a list of places—upstate New York; Cape Cod; Marin County, California; even Hawaii—all of which have net-zero residential developments that Scholtens has been involved with. “I see us as an exporter of the [net-zero] mind-set.”
