The nine-month effort in Ecuador to develop a new vision and policy architecture for commons-based peer production is coming into much sharper focus.  To refresh your memory on this project, the Government of Ecuador last year commissioned the FLOK Society (FLOK = “Free, libre, open knowledge”) to come up with a thoughtful plan for enabling every sector of Ecuador to be organized into open knowledge commons, to the maximum degree possible.  The project has now released a transition plan accompanied by more than a dozen policy frameworks for specific social and economic domains.

I am leaving Ecuador tomorrow after a rich but difficult experience with many up and downs … (one of the downs being is that we are leaving the country with still 2.5 months of salary due); though the summit was a success in terms of its own dynamic, we discovered that the president of the country didn’t even know of the existence of the FLOK, and that one of our funding ministers even blocked his officials from attending until one day before the summit .. 15 attempts to talk with our two funding ministers about a supposedly strategic effort went unheeded .. nevertheless, there are also good sides: one is that lower level officials, those that feel the need to remain faithful to the ideals of the civic revolution, are enthusiastic and are working on pilot projects; the other is a number of civic movements intent on continuing the effort such as our friends at Diabluma and the associated rural-urban coalition; amongst the most inspiring efforts is that of Mario Andino, the mayor of Sigchos, the third poorest district in Ecuador, who just bought a 2,200 ha. domain to experiment with open agriculture, and that is at least partially a direct result of our interventions, this will happen with or without the government … and then we leave a cultural and political legacy in terms of the ideas; here is a sample reaction that I received, and that makes me very happy:

One of the critiques of the FLOK transition process is it association with the government in Ecuador. While no country or government is perfect and without contradictions, it has to be pointed out that this particular government has specific social achievements on its account, that are quite exceptional in a comparative perspective. Following a discussion on this topic, IAEN researcher Ricardo Restrepo compiled some of the more remarkable statistics on the achievements of the government that was issued from the Citizen’s Revolution in 2007, under the presidency of Rafael Correa:

The National Plan of Ecuador recognizes and stresses that the global transformation towards knowledge-based societies and economies requires a new form for the creation and distribution of value in society. The National Plan’s central concept is the achievement of ‘Buen Vivir’ (Sumak Kawsay) or ‘good living’; but good living is impossible without the availability of ‘good knowledge’, i.e. ‘Buen Conocer’ (‘Sumak Yachay’). The third national plan for 2013-2017 explicitly calls for a open-commons based knowledge society[1].

We have seen how software developers are considering Open Source as a serious model for releasing their products, how governments are sharing their data to bring more transparency or even how non-proprietary machinery designs are revolutionising agriculture, just to name a few examples. As the map on the top of our website shows, those initiatives are happening all-over the world, however they do happen mostly independently.

FLOK POLICY PAPER ON BIODIVERSITY & NATURAL RESOURCE

Ecuador is one of the most biologically and culturally diverse countries in the world. This proposal presents a scenario that harnesses open and collaborative synergisms between government, academia, citizen scientists, and the private sector seeking to develop long-term economic activity from the rational exploration of Ecuador’s vast and unique biodiversity. A fundamental precedent is the significant investment of the Government of Ecuador in infrastructure and education. Couple that to the densest collection of life forms in the planet and with a global trend towards economies based on applied life sciences, and it is clear Ecuador is strategically placed to become a regional powerhouse. Through collaborations inside and outside Ecuador, we are capable of implementing a project focused on biodiversity conservation, ethnobotanical development, production in biological platforms, and environmental quality to enable what Ecuador proposes as a knowledge-based economy, and to couple that economy to the global community and to international markets.
