Because this story comes from the US, I've put it in the International section of the board, but really it's a story with a universal application, which looks at the causes of and solutions to structural unemployment.
In this case, the solution in the US is called Trade Adjustment Assistance (TAA), where people made unemployed as a result of trade deals are offered unemployment benefit and retraining programmes. In the EU such a scheme is known as the European Global Adjustment Fund and there are questions about whether or not such policies are apporopriate and whether or not they are correctly targeted at individuals rather than the wider community.
It's a fascinating article.
